What penalty should be stated for driving when mentally or physically unfit?

Section 186 in Motor Vehicles Act

 Driving when mentally or physically unfit to drive

Whoever drives a motor vehicle in any public place when he is to his knowledge suffering from any disease or disability calculated to cause his driving of the vehicle to be a source of danger to the public, shall be punishable for the first offence with fine which may extend to 1[one thousand rupees] and for a second or subsequent offence with fine which may extend to 2[two thousand rupees]. 1. Penalty in case of driving when mentally or physically unfit to drive has been increased to Rs 1,000 from Rs 200 for first-time offense. For second and subsequent offenses, the penal amount has been increased from up to Rs 500 to Rs 2,000.
